For those podlings with a positive number of committers in column J of the clutch report <http://incubator.apache.org/clutch.html> there is a link, for example http://people.apache.org/committers-by-project.html#tephra for Tephra. I think that gives us a good idea where our problem is - with a missing LDAP or SVN authorization group. The top of that page <http://people.apache.org/committers-by-project.html> gives some explanation of what it displays.
