It's not that simple: you do task A & B and PMC elects you as a committer.
And, it is not so common to ask for comittership (even worse insisting on
that). Let me share a couple of links, it may help to understand history,

Each community decides which contributions are enough to be elected. Apache
Training does not have any additional guidelines yet.

So, answering initial questions, you chouse any tasks you interested in and
you find helpful for users and other contributors. Later, someone from PMC
suggests a new committer based on recognition of merit, and if everyone
agrees on this, a new committer is invited. This kind of personal
discussion is always done on privately-archived lists, so potential
candidate never knows when it happens, and usually is surprised with the
invitation.

Hi Folks,

please correct me if I'm wrong and the incubator polding process is
slightly different. Is IPMC in charge of discussion-vote, or PPMC suggests,
IPMC approves, or PPMC decides it independently?
