of course your vote counts: Every vote counts. If you were to vote -1 because 
you found a problem, this would definitely be taken into account ad a +1 from 
your side also is highly appreciated.

However formally it doesn't count towards the "3 binding +1 votes", as it's not 
formally "binding".

So we still need one +1 vote ... 

Remember ... we were discussing turning on the commit bit for every Apache 
committer ... in order to able to do this we still need one binding +1 vote.
