[PROPOSAL] Release of TsFile 2.0.4

Greetings everyone,


It has been a while since we released TsFile 2.0.3, and there are several small 
fixes and refinements that are expected by Apache IoTDB.
Therefore, I suggest that we release TsFile 2.0.4 to include those fixes.
