We need to move turbine as well as fulcrum across to m2. The main
complexity will be that META will need to be ported across. I have not
looked at this at all so I can't even estimate how much effort will be
involved.
That said, I don't think that we shuld allow META to hold fulcrum back.

5) I had a look at commons-parent.pom and this looks quite okay for us
