I have committed a fix under revision 673777.
The package org.apache.tuscany.sca.monitor.impl was being exported by both
monitor and monitor-logging. To avoid supporting split packages with messy
builds for OSGi, I have moved the classes in monitor-logging to
org.apache.tuscany.sca.monitor.logging.impl.
