What version of eclipse are you using ? How about if you follow the steps to create a Tuscany Library from this guide [1], or if you try using the Tuscany Library from Tuscany eclipse plugins from [2] This should help with dependency issues, otherwise... please send the full stack trace and possible steps to reproduce the same problem you are having.
