In TUSCANY-2180 we recognized that an impl could implement two different
service interfaces with the same operation name, but different parm types
(signatures).
With the code I added in TUSCANY-3819 for multiple output (Holder) support, I
know I didn't update this logic.
I'm not 100% sure there's a problem here, but I'm pretty sure there is.
So I'm opening this as a placeholder TODO. Apparently we don't have a test
for this either since I haven't noticed that I broke anything.
