You're right the hosts are only a location hint for the scheduler. They don't 
represent any guarantees that the containers will run there, the only thing I'm 
interested with the first part of this feature is to extend the client API and 
ApplicationMaster to pass an array of hosts into AMRMClient addContainerRequest 
with relaxLocality true. So in this case the fallback is the default one.
