Summary: Properly support Runnable start ordering in an application

Currently in the Twill API, it allows user to specify ordering of runnables
start sequence. It is however not fully implemented as nextWhenStarted only
track the submitted the launch context for a container, but not tracking the
Runnable program has actually start. Moreover, the nextWhenCompleted is not
implemented.
