IMO it should be possible to do it that way. I'm not so sure about the
HelpIds. AFAIK it's currently not possible to add the help content of
the addon to the help system - but I may be wrong here.
To build your addon with dialogs you need the OOo build environment.
And there's no starter guide available :-(
