Description:
1) move website: on people, do checkout of uima/site/trunk/uima-website/docs
into /www/uima.apache.org
The command to do this :
cd /www/uima.apache.org
svn checkout http://svn.apache.org/repos/asf/uima/site/trunk/uima-website/docs

2) Notify MarkMail, GMane (any others?) of mailing list name changes
3) remove incubation disclaimer everywhere
4) update Jira notification to [email protected], sent-from for Jira notifications,
and the Jira UIMA project URL. (first 2 have to be done by Infra).

I updated our INFRA Jira https://issues.apache.org/jira/browse/INFRA-2566 to
ask that the Jira notifications be fixed. I found by searching the infra list
that this is something infrastructure people have to do. I did update the
project URL for Jira though.
