The action of building the parent poms intended to be used as super-poms in the
chain above eclipse plugins should not run the parts of the poms that are
intended just for the eclipse plugins. This is done by including a special
file in the parent-pom project whose presence causes the skipping of the build
steps intended only for actual eclipse plugins.
This file is missing for parent-pom-eclipse-plugins-ibm-notice; add it.
