some issues (e.g. https://issues.apache.org/jira/browse/UIMA-1756  ) affected
most all of the projects.

Since we don't have Jira versions for all the sandbox projects (yet), I'm
leaving this (and maybe other) issues that are 2.3.1 - wide in the version
category "2.3.1".
