Fix mismatched versions between base artifacts and uima-as artifacts for deploy
editor and its fragments. Also define new property <eclipse-equinox-launcher>
in .m2/settings.xml which points to a correct equinox launcher jar. For helios,
it is ECLIPSEHOME/plugins/org.eclipse.equinox.launcher_1.1.0.v20100507.jar.
