In response to the question: Question, why do we have two sets of
LICENSE/NOTICE files ? They seem to be identical for the source and binary
distribution ?
The answer is that the set at the top level is for the Source distribution, and
the other is for the Binary distribution. These can often be different. For
instance, if the source is just Apache licensed, the binary distribution can
easily include other artifacts, pulled from Maven Central, each with their own
particular license/notice needs.
