The selection handling was designed to only select things in the current mode, its at least behaving as intended, if that still makes sense is a different question. When I first created the Annotation Editor I had a strong need to edit one annotation e.g. add/correct annotation names in many documents. Over time that changed, but the annotation mode stayed there and was extended with an ability to show multiple types. So if you have good ideas here how to improve things, we are happy to listen.

The selection handling is actually quite an interesting question, because it must be clear to the user what is currently selected, because actions are performed on the selection. E.g. delete annotation, or change annotation bounds.
