You can point some browsers (like firefox, but not chrome) to this URL and see the contents. The release manager, after a release is approved, is responsible for copying the right files from the uimaj-eclipse-update-site project / target /eclipse-update-site to this spot (using the normal release protocols, of course). The actual official update site has all historical versions of the plugins; the uimaj-eclipse-update-site project will just have the "new" ones, which is why careful copying is needed :-). Note that this directory on www.apache.org/dist/uima is part of Apache's "mirror" system.
