Presently, DUCC job submit provides the ability to wait for job completion
before exiting via the --wait_for_completion flag, and to automatically cancel
the job when ctrl-C is invoked via the --cancel_job_on_interrupt flag. In the
case where the submit+monitor CLI combination is terminated by, say, kill -9
the job is (unfortunately) not automatically canceled.
To remedy this deficiency, the DUCC webserver (WS) will act as proxy to receive
periodic "I am alive" requests from the submit+monitor CLI, and if these
requests cease to arrive for some ducc.properties configured interval, then the
job is auto-canceled.
