The obvious spot for a sandbox project is probably the bottom of
http://uima.apache.org/sandbox.html
If it is possible, I prefer a page for TextMarker and maybe a visible link
somewhere. The separate page because it will probably contain more information
(instruction how to set up projects) than the other sandbox projects listed.
