createExternalResourceDescription does not properly set parameters on
ConfigurableDataResource_impl. The ConfigurableDataResource_impl allows regular
UIMA component parameters, while other resources only accept String-valued
parameters.
Make a distinction and use the most suitable way for setting the parameters.
