The current Eclipse feature/plugin/update-site build design re-releases at each
release level (e.g., uimaj sdk 2.4.2) all the plugins, even though many
(sometimes all) have not changed at all.
Eclipse's own releases have a way of reusing unchanged plugins, etc. Figure
out how to do this with less replication / duplication, reusing unchanged
things.
