The agent uses hardcoded path of /usr/bin/cgexec when launching a process into
a cgroup. The code is already setup to lookup cgroup utils directory in
ducc.properties but apparently is not using it.
Modify NodeAgent to log the location of cgroup utils directory, remove the
hardcoded path and instead look it up when composing runnable command line.
