When starting the ducc simulator for the first time, if one hasn't gone through
proper install and install/verfication, the ducc_ling version file may not be
written. In that case, the agents won't start under start_sim. This update
insures that the version file is ALWAYS written when starting the simulator as
there's really no reason not to.
