JD automatically retries work items that are due to DUCC framework errors (e.g.
not the user's fault). JD has a small analysis engine that traipses through
the Exception stack looking for these errors, including ones that have "Wire
format negotiation timeout" as the cause.
The JD fails to check the top level Exception for the cause.
