The problem with both this URL and the previous one is the part where it
specifies a "filter" parameter of 12317266.

If you remove this, the url works.  The filter seems to (on my browsers) return
no results.  It doesn't correspond to the encoded version number.  So I'm not
sure where this comes from, and I'm surprised it works on your system !
