Description: The JP currently sleeps if a JD doesn't not provide a WI to
work on. Current default in ducc.properties is 3 secs. Under large scaleout
with many JP threads current default sleep time is not enough causing a JD to
thrash and log excessively. Change the default to 60secs (was: The JP
currently sleeps for 5 secs if JD doesn not provide a WI to work on. Under
large scaleout with many JP threads the current 5 sec sleep time (hardcoded) is
not enough causing the JD to thrash and log excessively. Change the default to
60secs. )
