Registered a service in a class with no resources. The service goes into 
state=starting on the service page, and on the service detail page shows 
state=WaitingForResources with Reason="Deferred because no hosts in class junk 
have sufficient memory to accomodate the request."

Meanwhile the SM continue to function normally, and subsequent ducc_service 
requests worked with no problem.
