Description:
Even though the administrator has not reconfigured DUCC or checked the syntax
with check_ducc -c, the CLI may call functions that read the classes file and
produce a confusing error message. The CLI should not be responsible for
switching a P class to its NP equivalent ... the RM should do so using its
validated set of classes.

No longer make changes in the CLI. Make the RM change a debug job's class.
Let APs & services run with a P class if requested.
