Burn Lewis resolved UIMA-5043.

Resolution: Fixed
Although we didn't achieve consensus I've delivered changes to the new method
names that attempt to show their relationship to the existing local access
methods as well as to the external override settings.
getSharedSettingValue & getSharedSettingArray & getSharedSettingNames (last now
returns an array)
