A full DUCC shutdown (./stop_ducc -a) can leave DUCC agents as well as user
processes still running after shutdown completes.
The problems are caused because 1) a DUCC agent will hang trying to send
inventory update report if the DUCC broker has been terminated, and 2) agents
kill user processes sequentially which increases the likelihood that the broker
will be terminated before the agent is finished cleaning up.
