In the event of disk write error the DB is configured to suspend processing of
requests, but the DB process remains up. The WS detects that DB is down in
this situation.
With new functionality, the WS adds disk usage information comprising
filesystem and quota usage to the DB down alert banner. This additional
information is gathered at the time of DB down detection and remains as such
until the DB and/or WS is restarted.
