Description:
Presently, when visiting the WS with no specific page indicated in the URL the
user is directed to the defacto home page which is the jobs page.
Suggested improvement:
Allow the site to configure a welcome page in site.ducc.properties:
# Optionally configure the Web Server welcome page, default is index.html
(which forwards to jobs.html)
ducc.ws.welcome.page = index.html
To utilize, the site might, say, specify:
ducc.ws.welcome.page = system.daemons.html
The welcome page is fixed for the lifetime of the WS process.

1. the browser should employ a cookie to remember the last ducc page visited
and start there if the user has not otherwise indicated a particular page in
the URL
2. if the cookie is empty, check ducc.properties for the default home page,
which may be other than the jobs page
3. default to the jobs page otherwise
