If Job is submitted with a specified user log directory that becomes unwritable
no information is available on duccmon and user does not know what went wrong.
In fact the Agent does report the trouble to the Orchestrator, but the
Orchestrator fails to update the records (map) published to all, including
duccmon.
Fix is to insure Orchestrator updates its publishing correctly.
