Do the javadocs for the SelectFSs API. Fix miscellaneous issues including:
* apis taking FSs which must be subtypes of Annotation, change arg type to
Annotation
* When doing the "single element required" check, move in the direction
indicated by any shiftedBy argument.
* for following/preceding with int args, use just one int "position" arg (the
other was being ignored.)
