I've been running extended tests since yesterday and am not able to
reproduce. Jenkins just rebuilt uima-as ok.
The hang was during the service shutdown while running an extended test
suite. Its a judgment call whether or
not to go ahead with the RC vote. I can keep running extended tests until I
can reproduce (if possible) or create
a JIRA to fix for future UIMA-AS release.

WDYT?
