Description: CGroups have changed a lot relative to what DUCC documentation
describes. Update cgroup related info to reflect this. Make the information
more general to be able to cover Ubuntu as well as SuSe and Red Hat based
distros. Remove details specific to older distros. (was: See summary. Please
update documentation.)
