Description: {color:#121212}When stop_ducc -c agent@node
--quiesce-then-stop is issued, the agent should immediately stop any managed
PIDs running in a pre-emptable class, but wait for all managed PIDs running in
a non-preemptable class to be terminated before stopping.{color} (was: When
stop_ducc -c agent@node --quiesce-then-stop is issued, the Agent should
patiently wait for all non-preemptable dispatchables (jobs, services,
reservations, managed reservations) to complete before exiting. Furthermore,
no new work should be started, and any work that the RM does schedule is an
error and should be flagged as such...and rejected.)
