RM sometimes does not receive Agent publication in timely fashion on new VM3,
causing the node to be declared down and the service to be killed. Adjust
ducc.properties to compensate:
ducc.agent.node.metrics.publish.rate=30000
ducc.agent.node.inventory.publish.rate=15000
