According to much deliberation, the definition of an annotation
following/preceding has been made so that a zero-width annotation at the
beginning of a larger span is considered to be preceding it and a zero-width
annotation at the end of a larger span is considered to be following it.
uimaFIT selectPreceding and selectFollowing should be aligned with that updated
definition.
