Sometimes build nodes on the Apache Jenkins go bad. However, it seems that
Jenkins has some strange stickiness strategy when it comes to assigning PRs to
nodes and that can mean that a particular PR never gets through because it
keeps getting assigned to a bad node. A per-build manual override would help in
such cases.
