### Code of Conduct - [X] I agree to follow this project's [Code of Conduct](https://www.apache.org/foundation/policies/conduct) ### Search before asking - [X] I have searched in the [issues](https://github.com/apache/incubator-uniffle/issues?q=is%3Aissue) and found no similar issues. ### Describe the feature Introduce the dynamic disk selection for one partition in LOCALFILE, especially when some disks reached the high-watermark. ### Motivation Currently, when mounting multiple disks in shuffle-server and using the MEMORY_LOCALFILE storage type, one app has a very large partition data and its selected disk reaches the high watermark, it will preserve the data into the memory.
