The goal is to be able to create past event conditions for events that not
being raised yet.
Adding a new parameter to past Event condition named: operator
with two supported value:
* eventsOccurred: behave like before by checking minimumEventCount and
maximumEventCount
* eventsNotOccurred: new behavior to match profiles that did not have any
event from the past.
