Tags are currently provided by unomi plugins. They are in-memory and never 
stored anywhere - so I don't see what could do this new entry point ? Adding 
in-memory tag, that would be available on a single node and disappear after 
next restart ? Or store them in a new structure ? 
Actually I don't really see the point of having tag definitions - their only 
usage is to define a hierarchy of tags, which could be removed - other 
information are pretty useless. I would rather be in favor to completely get 
rid of tag objects and only keep tags as an open string list.
