Ability to re-index a single entity in a collection would be useful for
retrying dead-letter queue and for GSC troubleshooting.
Add to system IndexResource. Preferably attempt re-index synchronously so that
we can get the ES error if the entity is not indexable. If re-index is
successful, queue up a normal re-index to make sure all regions re-index.
