Hi, Folks,
I noticed that the VCL project isn't listed on http://projects.apache.org. In 
order for this to happen, we need a DOAP file and register it with ASF 
infrastructure.

I have gone ahead and written the DOAP file, which is available here for 
inspection:
http://svn.apache.org/viewvc/vcl/trunk/doap_vcl.rdf?view=markup
(There may be a better location for it, but most projects put it directly under 
trunk in their SVN repo.)

If everyone is happy with this file, we will then need to follow the steps 
here: http://projects.apache.org/create.html under "Submitting your file". 
However we go about it, we'll need an RDF file for the VCL project in 
data_files/vcl.rdf and then have the DOAP file registered in files.xml and the 
vcl.rdf file registered in pmc_list.xml. All of this is under 
/repos/asf/infrastructure/site-tools/trunk/projects.
