Fix For: 2.3.3, 2.4
When user selects the reboot option. If the reboot attempt fails, the backend
can set the reservation and node to failed state.
If node is in failed state the front end can choose this node to hand out. Not
ideal for long-term servers.
fix backend not to set as failed, but set back to previous state.
