Summary: selecting the first image id from the user's set of

There are a few places where the first image id from a user's set of images is
selected when an image id is needed. However, if the user does not have access
to any images, this will fail. If possible, using the "noimage" image should
be used instead. One place this is done is in AJsubmitCompStateChange.
