I can confirm most of the above problems, and have a couple of workarounds.
# The CentOS 8 PowerTools repository is shipped disabled by default. Enabling
it provides the perl-Expect and perl-Frontier-RPC packages.
# The perl-Mo package is a subset of the perl-Moo package, which is available
in CentOS 8.
