If a reserved VM is powered off and the reservation enters the servermodified
state, vcld will continuously attempt to connect to the VM. VMs that are
powered off can be restarted by selecting to reboot the VM from the
reservations page. However, the vcld reboot process sees that the reservation
is already being processed by the servermodified process and exits without any
warnings. This situation should be handled better.
